Mahefa Andriamampiadana

Minister of Digital Development, Posts and Telecommunications

Mahefa Andriamampiadana’s career spans the intersection of digital transformation,information systems governance, and the development of complextechnological infrastructures, primarily shaped within the private sector and across demanding international operating environments.

After early professional experience in information technology, encompassing internships and technical support roles, he progressively built a career grounded in operational
execution and a deep understanding of digital systems and their practical uses.

He holds a Master of Business Administration (MBA) earned in Malaysia, with academic training in management information systems and electronics, including a specialization
focused on television, radio, and telecommunications technologies. He brings over sixteen years of experience in designing, deploying, and overseeing mission-critical digital systems across the media, telecommunications, industrial, and services sectors.

Early in his international career, he served in Malaysia as a digital marketing instructor,contributing to the development of human capital and the adoption of digital practices aligned with the evolving digital economy.

Upon returning to Madagascar, he assumed senior responsibilities in the private sector,notably as Chief Information Officer of a diversified group comprising approximately
twenty companies, where he was responsible for enterprise-wide technology governance,information systems security, business continuity, and large-scale infrastructure
modernization.

Building on this foundation, he led the development of a next-generation media ecosystem, including a television channel and a radio station, supported by advanced  technical architectures encompassing modern studios, production and broadcasting systems, and transmission towers. These initiatives enabled several national firsts, notably live Internet broadcasting of events between Diego-Suarez and Antananarivo,positioning these media platforms among the country’s most technologically advanced at the time. He also contributed to the establishment of a modern printing operation and two newspapers, covering the full media production value chain.

His international exposure was further strengthened through several years in North America (Canada, United States, Mexico), within complex industrial organizations,particularly in the automotive and medical sectors, where information systems are central to operational performance, regulatory compliance, and business continuity.

In this context, he led major initiatives in digitalization, automation, and process robotization, as well as cloud migrations, ERP deployments, and the governance of critical systems across multi-site and multi-jurisdictional environments.

These experiences shaped a leadership approach centered on performance, infrastructure resilience, and risk management.

Throughout his career, he has continuously strengthened his expertise through a wide range of specialized professional training, notably in cybersecurity, cloud and collaborative platforms, and digital systems governance, reinforcing a pragmatic,secure, and results-driven approach.

Appointed Minister of Digital Development, Posts and Telecommunications on October 28, 2025, Mahefa Andriamampiadana has since led the structuring of public action in the
digital sector, formalized through the Ministry’s 2026–2027 Strategic Orientations. These priorities focus on digital inclusion, the digitalization of public services, the development of
sovereign critical infrastructure, the strengthening of the legal and digital governance framework, skills development, and the consolidation of an innovation ecosystem.

As head of the Ministry, he works to position Madagascar as a digitally sovereign,administratively efficient, and economically attractive nation, leveraging digital infrastructure as a strategic enabler of development, transparency, and trust for citizens and international partners alike.
